High Commissioner Ruud Lubbers calls for durable solutions at the closing of UNHCR's 53rd session of the Executive Committee in Geneva.

Mr. Ruud Lubbers began his appointment as United Nations High Commissioner for Refugees on January 1, 2001, succeeding Mrs. Sadako Ogata of Japan. Mr. Lubbers, a former Dutch prime minister, is the U.N. refugee agency’s ninth High Commissioner and took office as UNHCR marked its 50th anniversary.

High Commissioner Lubbers was initially appointed by the U.N. General Assembly to a three-year term, which was then extended in October 2003 for another two years on the recommendation of Secretary-General Kofi Annan. Mr. Lubbers’ full five-year term will now expire on Dec. 31, 2005.

The High Commissioner heads one of the world’s principal humanitarian agencies, with more than 6,000 staff in 115 countries providing protection and assistance to some 20 million refugees and others of concern. UNHCR’s total budget for 2004 is $1 billion.

Mr. Lubbers, who spent more than 20 years in government service, including 12 years as the Netherlands’ longest-serving prime minister, has focused much of his attention at UNHCR on developing innovative new approaches toward finding solutions for the world’s refugees. He has overseen major UNHCR programs and emergency operations in several countries and regions, including West Africa, Angola and Afghanistan, where more than 2.5 million refugees and displaced people have returned home in one of the agency’s largest ever repatriations. The High Commissioner has also introduced the “Convention Plus” initiative aimed at building on the foundation of the 1951 Refugee Convention through development of special tools that can address some of today’s new challenges through multilateral approaches. He has also focused on ensuring that UNHCR itself remains as efficient and effective as possible. His “UNHCR 2004” process has re-examined the agency’s mandate, work, funding and governance, particularly how it is best situated within the U.N. system. He has also overseen implementation of new human resources policies and a strict financial management system that is restoring predictability and balance in UNHCR’s income and expenditures.

Before joining UNHCR, Mr. Lubbers was head of the World Wide Fund for Nature. He was born on May 7, 1939, in Rotterdam and educated at the Canisius College in Nijmegen and the Netherlands School of Economics. After managing a family company, he began a long political career in 1973, when he joined the Dutch government as Minister for Economic Affairs. He served as prime minister continuously from 1982 to 1994. After leaving politics he taught university courses on globalization and sustainable development at Tilburg University in the Netherlands and as a visiting professor at the John F. Kennedy School of Government at Harvard University in the United States. He was also vice-chairman of the Independent World Commission on the Oceans and chair of Globus, the Institute for Globalization and Development based in Tilburg.

Mr. Lubbers and his wife, Maria, have three children.
