When UNHCR opened its doors for business on January 1, 1951 it comprised a staff of 34 people based mainly in Geneva with a budget of around $300,000. In more than five decades, the refugee agency has grown into a global operation with 277 offices in 120 countries and a staff of more than 5,000 people. It currently helps around 20 million people. The administration of this worldwide operation has become highly complex, ranging from the recruitment of new staff, their protection and security in highly dangerous situations to the procurement of everything from medical supplies, bulk food shipments to fleets of aircraft to help refugees return home.
 
 
Executive Committee
UNHCR's Executive Committee (ExCom) is made up of 66 countries that meet every autumn in Geneva to review and approve the agency's programmes and budgets and to advise on protection matters. ExCom sets international standards with respect to the treatment of refugees and provides a forum for wide-ranging exchanges among governments, UNHCR and its numerous partner agencies. Throughout the year, ExCom's Standing Committee meets to review protection and refugee assistance activities as well as financial and management matters. The High Commissioner reports on the results of the agency's work annually to the UN General Assembly through the Economic and Social Council.
